ARTICLE I PRESIDENT

Section 1
Selection: In accordance with Article 8, Section 3 of the Constitution.

Term of Office: In accordance with Article 8, Section 3 of the Constitution.
Section 3
Functions and responsibilities:
- Serves as official spokesman for the Managing Board and the Association.
- Implements the mandates and policies of the Association, as determined by the Managing Board.
- Calls all meetings of the Managing Board as deemed necessary and advisable.
- Presides over all meetings of the Managing Board.
- Presides over all Association business meetings.
- Keeps the Managing Board informed about Association affairs between meetings.
- Possesses full power and complete responsibility to transact all business for and on behalf of the Association and to manage all property, affairs and activities of the Association subject to the provisions of the Constitution and Bylaws and the resolutions and enactment to the Managing Board.
- Serves as official spokesperson concerning business and governmental affairs for the Association.
- To commit the Association to no financial obligation in excess of its available financial resources.
- Coordinates the activities of the Association and acts as liaison between the regions and the State office and polls the Regional Representatives at least one month in advance of the annual board meeting for suggestions on the board agenda.
- Maintains liaison with allied organizations in conjunction with CATA representatives to such organizations.
- Serves as an ex-official member on all Association committees.
- Appoints with the approval of the Managing Board all Committee Chairpersons.
- Serves as the California Representative on the FWATA Managing Board.
- Voting position on the Managing Board.

ARTICLE 2 REGIONAL DIRECTORS
Section 1
Selection: Elected representative of the six (6) state regions Each director must be a Certified member of the Association.
Section 2
Regional geographic areas will be defined by zip code, and are delineated as follows by a 3-digit prefix:
REGION 1: 942, 947 - 949, 954 – 961 Northern California
REGION 2: 939 - 941, 943 - 945, 950 – 953 Bay Area&San Joaquin Valley
REGION 3: 932 – 938 Central Valley
REGION 4: 900 - 918, 923 - 924, 930 – 931 Santa Barbara & Los Angeles
REGION 5: 92250 - 92299, 925 – 928 OrangeCounty&Southeast CA
REGION 6: 919 - 921, 92200 – 92249 San Diego
Regional memberships determined by the member's official address registered by the California Athletic Trainers Association.
Section 3
Term of Office: Three years for elected regional directors. Regional directors my serve only two (2) consecutive three (3) year terms or until the successor is elected. In the case of a resignation the managing board may appoint an interim director. The regional elections of these representatives will be held on a rotating basis. The first year of the first three (3) year term will begin on January 1st:
Region 3 & 4 2005, 2008, 2011
Region 2 & 5 2003, 2006, 2009, 2012
Region 1 & 6 2004, 2007. 2010
The elections will be held in the fall the year before the representative is to take office. The membership voting shall be by mail. A ballot shall be mailed to each voting member at his/her address of record by November 15 and the marked ballot must be returned by mail to the Secretary at the designated address and be postmarked no later than December 1.

Functions and responsibilities:
- Offer a minimum of 3 CEU’s per year at Regional CATA Business Meetings.
- Voting position on the Managing Board.

ARTICLE 3 SECRETARY 2004, 2007, 2010
Section 1
Selection: The Secretary shall be elected from the Certified membership by a majority popular vote of the voting membership of the California Athletic Trainers Association. The Secretary may not simultaneously hold the office of Regional Director.
Section 2
Term of Office: Three (3) years. The Secretary may serve only two (2) consecutive three (3) years or until the successor is elected.
Section 3
Functions and responsibilities:
- Coordinates the registration of the membership through the National Athletic Trainers Association (NATA) membership for the state of California, including membership acknowledgment and mailing list.
- Coordinate the registration of non-NATA members, including Student, Affiliates, Actives, and sponsor Affiliate memberships.
- Takes the minutes of all Managing Board meetings and distributes the minutes to all Board Members within a reasonable time subsequent to each meeting.
- Handles all correspondence concerning business matters of the Association.
- Serves as custodian of all records, books and papers belonging to the Association.
- Conducts the official correspondence of the Association including such matters as notifying members of meetings, officers of their election, committee members of their appointment and all notices as required by the Bylaws or as requested by the Managing Board.
- Maintains communications and records of all committee actions, committee members and the members of the Managing Board.
- Voting position on the Managing Board.

ARTICLE 4 TREASURER 2005, 2008, 2011
Section 1
Selection: The Treasurer shall be elected from the Certified membership by a majority popular vote of the voting membership of the California Athletic Trainers Association. The Treasurer may not simultaneously hold the office of Regional Director.
Section 2
Term of office: Three (3) years. The Treasurer may serve only two (2) consecutive three year terms or until the successor is elected.
Section 3
Functions and responsibilities:
- Handles financial matters of the Association.
- Submits an audited financial report of the Managing Board prior to the annual meeting.
- Prepares the annual budget and presents this budget to the Board for approval.
- Voting position on the Managing Board.
- As listed under Managing Board.
ARTICLE 5 PARLIAMENTARIAN
Section 1
Selection: Appointed by the President with approval of the Managing Board.
Section 2
Term of Office: Subject to yearly review by the Managing Board.
Section 3
Functions and responsibilities:
- Should be a Certified member of the CATA and must have a thorough knowledge of Parliamentary procedure. If no such individual is available within the Association, the CATA must hire a qualified expert from outside the Association.
- Is in charge of keeping the Managing Board and annual business meeting’s operating under parliamentary procedure as prescribed by the Roberts' Rules of
Order.
ARTICLE 6 MANAGING BOARD
Section 1
Members: Consists of the State President, Secretary, Treasurer, and Regional Directors
Section 2
Functions and responsibilities:
- Meets at the annual meeting and at any other time during the year the President determines it necessary to call a board meeting.
- Serves as the official legislative body of the Association.
- Approves the appointment of a special committee deemed necessary to conduct the business of the Association.
- Approves the appointment of all Committee Chairman and standing committee members.
- Continually evaluates and defines the roles and functions of all Association offices, standing committees and special committees.
- Continually re-evaluates the goals and objectives of the Association and accepts primary responsibility for progress toward these goals.
- Meets in private session when it becomes necessary to terminate the office of the appointed person. This will require a majority vote. This will be done by secret vote and counted by the President and one Board Member.
- Serves as the nomination committee for the position of President of the Managing Board. Will nominate two candidates with the biographies published in the Newsletter prior to popular vote.
- Accepts and investigates reports of violations of the code of ethics. Notifies the accused person of charges pending and advises him of his right to appear before the Board prior to Board action on the charges. The decision of the Managing Board in code of ethics matters is final, except that if the decision is to initiate cancellation of membership, such cancellation shall be done as prescribed in Article 6, Section 1 and 2 of the Constitution.
- Acts as an auditing committee for the Association financial affairs and approves financial report of the Treasurer.
- Receives and acts upon proposed amendments to the Constitution and Bylaws according to Article 12 of the Constitution.
- Submits a written report of officer’s activities to the Secretary and the Managing Board for the semi-annual board meetings.
- Submits officer’s budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting.
ARTICLE 7 WEB MASTER ADVISORY COMMITTEE
Section 1
Selection of a Web Master: Appointed from the Certified or Active membership by the President with the approval of the Managing Board.
Section 2
Term of Office: Two years and may be re-appointed with the approval of the Managing Board.
Section 3
Committee Members: Representation of interested members of the Association and ex officio inclusion of the Administrative Assistant charged with handling the membership rolls and the Regional Director liaison assigned to the Membership Committee.
Section 4
Functions and responsibilities:
- Develops and maintains CATA web page through securing domain name, hosting company, design or web site, installation of membership posting software, and updating of pages and sections deemed necessary by the managing board.
- Develops and delivers to membership e-news and e-mailings regarding association business.
- Submits a written report of activities to the Secretary and the Managing Board for the semi-annual board meetings.
- Submits budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting.
- Serves as a member of the FWATA Web Master Advisory Committee.
ARTICLE 8 PUBLIC RELATIONS & INFORMATION COMMITTEE
Section 1
Selection of the Chairperson: Appointed from the Certified or active membership of the Association by the President with the approval of the Managing Board.
Section 2
Term of Office: Two (2) years, may be re-appointed with the approval of the Managing Board.
Section 3
Committee Members: The number of committee members will be determined by the Chairperson to form a workable group representative of the state's regions.
Section 4
Selection of the Committee Members: Recommended by the Chairperson from the Certified or active membership of the Association appointed by the President with approval of the Managing Board.
Section 5
Term of Office: Two (2) years, may be re-appointed with the approval of the Managing Board.
Section 6
Functions and responsibilities:
- Establishes and maintains an effective public relations program for the Association by preparing and distributing appropriate news releases, feature stories, etc. to the various news media, radio, television and newspapers.
- Investigates and recommends to the Managing Board avenues through which the Association may enhance its image and interpret its purposes and objectives to allied organizations and professionals, high schools, colleges, universities, and the general public.
- Establishes and maintains a list of members available for public speaking engagements.
- Coordinates collection and editing for printing of the CATA newsletter at least once per year, as well as, mailing and distribution of the newsletter to the Association membership.
- Submits a written report of activities to the Secretary and the Managing Board for the semi-annual board meetings.
- Submits budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting.
- Serves as a member of the FWATA Public Relations Committee.
ARTICLE 9 PROFESSIONAL EDUCATION AND RECOGNITION COMMITTEE
Section 1
Selection of Chairperson: Appointed from the Certified or active membership by the President with approval of the Board of Directors.
Section 2
Term of Office: Two years, may be re-appointed with the approval of the Managing Board.
Section 3
Committee Members: The number of committee members shall be determined by the Chairperson to form a workable group.
Section 4
Selection of the Committee Members: Recommended by the Chairperson from the Certified or active membership of the Association appointed by the President with the approval of the Managing Board.
Section 5
Term of Office: Two (2) years, may be re-appointed with approval of the Managing Board.
Section 6
Functions and responsibilities:
- Maintains BOC Approved Provider status and ensures the CATA adheres to the guidelines of AP’s
- Approves the educational content of proposed CATA educational meetings.
- disseminates to CATA officer running the educational meeting attendance sheets and participant’s CEU Certificate of Attendance.
- Investigates and develops opportunities for co-sponsorship of educational meetings with established educational institutions and clinics.
- Investigates and develops opportunities for the CATA to deliver –2 day multiple CEU seminars.
- Screens and helps process nominations for FWATA (service, ethnic diversity, doctor advocate, honorary membership, most distinguished, and hall of fame) and NATA (special service, special recognition, all-district, education, most distinguished, and hall of fame) awards.
- Submits a written report of activities to the Secretary and the Managing Board for the semi-annual board meetings.
- Submits budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting.
ARTICLE 10 GOVERNMENTAL AFFAIRS COMMITTEE
Section 1
Selection of the Chairperson: Appointed from the Certified or active membership of the Association by the President with approval of the Managing Board.
Section 2
Term of Office: Two (2) years, may be re-appointed with the approval of the Managing Board.
Section 3
Committee Members: There shall be at least one member from each state region. The number of committee members shall be determined by the Chairperson to form a workable group representative of state's regions.
Section 4
Selection of Committee Members: Recommended from the Certified or active membership of the Association by the Chairperson, appointed by the President with approval of the Managing Board.
Section 5
Functions and responsibilities:
- Investigates and pursues all avenues toward the establishment of professional licensure or legal codification of athletic training.
- Develops practice and guidelines necessary to the formulation of an Athletic Training Practice Act.
- Formulates recommendations for the President and Managing Board concerning the professional development and qualifications of the membership of the association membership to achieve licensure or legal codification of athletic training.
- Establishes and acts as liaison with state legislative bodies and professional organizations necessary for the establishment of licensure or legal codification of athletic training.
- Investigates legislative propositions with our governmental advocate to formulate positions of support, opposition, or watch.
- Works with the Public Relations Chair and Political Action Committee Treasurer to foster their functions and responsibilities.
- Submits a written report of activities to the Secretary and the Managing Board for the semi-annual board meetings.
- Submits budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting.
- Serves as a member of the FWATA Governmental Affairs Committee
ARTICLE 11 MEMBERSHIP PROVISIONS AND DUES
Section 1
Membership Classifications
- CERTIFIED
Must be an NATABOC, Inc Certified Athletic Trainers, (A.T.C) as set fourth in the NATA, Inc Bylaws. All certified student certified members are entitled to vote on FWATA affairs.
Provisions for maintaining certification units are set forth in the NATABOC, Inc., Bylaws. - ASSOCIATE
Associate members are not entitled to vote on FWATA affairs or to hold FWATA office. - STUDENT
Qualifications for membership are set forth in the NATA, Inc. Bylaws.
Student members are not entitled to vote on FWATA affairs or to hold FWATA office. - INTERNATIONAL
Qualifications for membership are as set fourth in the NATA, Inc. Bylaws.
International members are not entitled to vote on FWATA affairs.
Section 2
Dues:
- Chapter dues for each classification of membership shall be set by the Managing Board.
- Dues become payable on January 1st for each calendar year. If dues are not paid by March 1st the member becomes delinquent.
Section 3
Change of Membership Classification:
- If a member becomes eligible to change membership classification if the application for such change is approved, the secretary will record the change.
- If a member is found to be in the wrong membership classification by the Membership chair, the member shall be reclassified by the Managing Board. The secretary will then notify the member.
ARTICLE 12 POLITICAL ACTION COMMITTEE - TREASURER
Section 1
Selection of the Treasurer: Appointed by the President with the approval of the Managing Board.
Section 2
Term of Office: Subject to yearly review by the Managing Board.
Section 3
Committee members: The number of committee members will be determined by the Chairperson to form a workable group.
Section 4
Selection of the Committee Members: Recommended by the Chairperson from the Certified or Active membership of the Association and appointed by the President with approval of the Managing Board.
Section 5
Committee Treasurer: Appointed by the President with the approval of the Managing Board. Term of Office is subject to yearly review by the Managing Board. The Treasurer is responsible for managing the CATA PAC Fund including record-keeping of income and expenses, management of fund accounts and filing appropriate information in accordance with the Fair Political Practice Committee requirements.
Functions and Responsibilities:
- Responsible for managing the CATA PAC Fund including record-keeping of income and expenses, management of fund accounts and filing appropriate information in accordance with the Fair Political Practice Committee requirements
- Coordinates and oversees fundraising efforts for the CATA PAC Fund with Public Relations Chair.
- Makes recommendations to the Managing Board as to disbursement of PAC Fund moneys in support of candidates or legislative acts with the Governmental Affairs Chair.
- Submits a written report of committee activities and progress, and a financial report of PAC Fund balance and activity to the Managing Board at the bi-annual meetings.
- Submits budget request to the Treasurer and Managing Board prior to the December/January Managing Board meeting
